ProGuides Contributor Newo returns with another Tier List, this time taking a look at what's happening in the High ELO lobbies of Patch 13.14, check it out!

It can be hard to know what’s what each time that Riot drops a new patch. A buff doesn’t necessarily mean that a champ is good, just like a nerf doesn’t mean one is bad. And that’s why we’ve got your back. We’ll take a look at some of the notable changes in Patch 13.14 and see how they may pertain to you!

Please note that this is our high ELO tier list, aimed at Diamond and up. This may be the top ranks in League, but even up here, there’s a very broad range in skill, so some picks may be more suited to one end of the spectrum than the other.

Top Lane Tier List

Starting out in the top lane, we’ll be demoting Jax a notch due to his nerfs. He’ll still definitely be a late-game god, but he’ll have a slightly harder time getting there. 

In his place, Maokai moves up to the OP tier. Maokai is a super slept-on champ. While he’s technically a tank, his kit encourages a lot of aggressive trading in lane, making him play more like a bruiser early on. The ability to force trades also means that when you get a lead on Maokai, you can press it a lot harder than most other tanks

He also goes on to be a disgustingly strong team fighter, able to lock down priority targets and peel for carries at the same time, while dealing pretty hefty damage himself.

Aatrox’s changes on this patch are looking really good. Raising his AD ratios and lowering his base damage means that full AD builds should once again be better than the tank one we’ve been seeing a lot of the ones tricks go with lately. He’ll once again be the mid to late game monster that looks more like a lore-accurate version of himself.

It seems Voli slipped through the cracks and wasn’t on our top laner tier list, and what better time to amend that than when he’s getting buffed! He lands in the A tier; he’s a decent blind, but should really be reserved as a counter pick in one of his really good matchups.

Now, for the jungle, quite a few champs are being moved around. Both Kindred and Rengar have been kicked out of the OP tier. They’re both still very capable of carrying games, but the lower consistency that they can do that means they just don’t belong in the very highest tier.

The reason Rek’sai keeps her spot is that, with good pathing, she can still snowball a game out of control super fast, and close it out before she reaches her fall-off point. In high elo, this is (in theory) a pretty doable tactic.

Diana’s buffs make her a little bit more consistent of a pick. She’s not the super meta, god tier pick she was last season, but you should definitely find decent success with her.

When it comes to tier list placement, Shaco is an interesting champ to talk about. His most popular build has always been AD Assassin, which has been absolutely trash this season. AP, on the other hand, has been pretty good. With his AD ratios and some lethality items being buffed, and some of the top-tier junglers that counter him being nerfed, it’s safe to say that he’s looking a lot better this patch. 

It’s hard to say exactly where he deserves to go, so for now we’ll just play it safe and put him in the A tier. Consider this tentative, and check back with the next tier list to be sure of where he belongs.

The last thing to note is that we’re moving Vi down to the C tier. This isn’t because of any particular changes made in this patch. It’s just that, while she is super prevalent in pro play, Vi has been doing poorly in solo queue and just isn’t worth picking right now.

Next, for the mid lane, just like the low ELO tier list, the overall hierarchy of champs stays about the same. We have the same OP tier picks, and overall, there aren’t enough system changes to affect the meta here. But a few of the individual changes will have a bit of an impact.

Lissandra and Xerath both make it up to the S tier. Lissandra’s Q change gives her better gank setup for those times when you don’t have claw up to close the distance for W, while the rest of her changes to her passive and ult make her a lot stronger in team fights, where she’s really supposed to shine. 

In Xerath’s case, he should have a decent bit more carrying power, but you still have to be really good at the basics of managing waves and avoiding jungle ganks, as well as hitting his skill shots, to get results.

Down in the bot lane, we’ll also feature similar changes as the low ELO tier list, moving Karthus out of the OP tier. He’s still going to be really strong, and is probably the best champ in this tier.

Seraphine will be taking his place in the OP tier. She’s such an insanely strong laner, with good poke and wave clear that allows her to not just neutralize, but outright bully almost anyone else early on. But being strong early isn’t enough; she also goes on to scale just as hard as any hyper carry, meaning she has no weak point in the game.

The supports will also be following the trends seen in the low ELO tier lists, Rell should still be really good but will feel a tad bit more situational.

Milio will again be moving down to the S tier, with Janna replacing him as the best Enchanter.
